About the Immigration Judge

Attorney General William P. Barr appointed Leila A. Mullican as an immigration judge in March 2020. Judge Mullican earned a Bachelor of Arts in 2005 from John Brown University, a Master of Public Administration in 2008 from Cornell University, and a Juris Doctor in 2011 from the University of Missouri Columbia School of Law. From 2016 to 2020, she served as a staff attorney at the Court of Appeals for the Armed Forces, in the District of Columbia. From 2014 to 2016, she served as a law clerk to the Navy-Marine Corps Court of Criminal Appeals, assistant legal advisor at the Office of Military Commissions’ Convening Authority, and appellate review action officer in the Office of the Judge Advocate General’s Criminal Law Division, in the District of Columbia. From 2011 to 2014, she served as a legal assistance attorney and defense counsel at the Defense Service Office Southeast, in Norfolk, Virginia. In 2011, she became a judge advocate in the U.S. Navy. Judge Mullican is a member of the District of Columbia Bar and Missouri State Bar.
