About the Immigration Judge

Attorney General William Barr appointed Andrew J. Caborn to begin hearing cases in October 2019. Judge Caborn earned a Bachelor of Arts in 2002 from California State University, a Juris Doctor in 2007 from Whittier College, and a Master of Laws in 2015 from University of California, Berkeley. From 2015 to 2019, he served as an assistant chief counsel, Office of the Chief Counsel, Office of the Principal Legal Advisor, Immigration and Customs Enforcement, Department of Homeland Security, in San Francisco. From 2013 to 2014, he served as a senior deputy district attorney for the Tulare County District Attorney’s Office (TCDA), in Tulare, California. From 2008 to 2013, he served as a deputy district attorney, TCDA, in Tulare, California. In 2008, he worked as an associate attorney at Dapeer Rosenblit and Litvak LLP, in Los Angeles. Judge Caborn is a member of the California State Bar and the Washington State Bar.

    Consistently finds a way to deny cases involving gender. I have had multiple cases with him with varying facts, and he has denied each gender-based asylum claim often concluding that incidents of persecution where gender-based slurs are used (eg. whore, bitch, slut) have nothing to do with nexus but is incidental. That might be the case in one case, but now in 6 cases with similar slurs and similar language by the judge, I have to conclude that he is sexist and biased.
